JCC President's End of Year Statement

State of Jamaica's Roads

The Jamaica Chamber of Commerce views with much concern the deteriorating state of our roads. Many roads in the Corporate area alone are now riddled with craters, making driving a nightmare. It is a recurring problem whenever there are heavy rains. This brings into serious question the quality of workmanship and the specifications related to road construction over the years. We would expect that there are three features which should be integral to determining the minimum standards for road construction:

Proposed Restructuring of the Customs Department

In recent times, members of the Customs, Tariff and Port Users Committee of the Jamaica Chamber of Commerce have been expressing concern about the ineffectiveness of the systems presently in place at the island’s ports to significantly reduce the level of breaches of the Customs Regulations and the resultant loss of revenue.

JCC commends security forces, disaster relief groups; calls for lifting of State of Emergency

On behalf of the board and members of the Jamaica Chamber of Commerce (JCC), I wish to express deepest sympathy to citizens who have been traumatised by Hurricane Dean. Whereas we were spared the full brunt of this hurricane, we are aware of the fact that lives have been lost and many have suffered tremendous loss to property, as well as disruption in their households and businesses. Let us, therefore, use this opportunity to band together with the energy and resilience of the Jamaican spirit which lives, even in the most trying of circumstances.

CLARIFICATION NEEDED FROM T&T GOVERNMENT RE LNG AVAILABILITY

The Jamaica Chamber of Commerce calls on the Government of the Republic of Trinidad and Tobago to give its official position on the status of 1.1 million tonnes of Liquefied Natural Gas (LNG) that was agreed for delivery to Jamaica each year to facilitate the US$1.6 billion expansion of Alcoa’s refinery in Jamaica. Our understanding is that Trinidad had agreed to supply this amount of LNG, with the only point of negotiation being whether this would be delivered at the domestic rate paid by Trinidadians for natural gas, or at a higher, negotiated rate. It must be clear to everyone within CARICOM – of which both Jamaica and Trinidad and Tobago are senior members – that if these anticipated supplies do not materialize, it could seriously jeopardize the immediate future of a major project which is critical to national development in Jamaica, while also having the potential to threaten the future of the CARICOM Single Market itself.

Statement on 2007/2008 Budget

The Jamaica Chamber of Commerce is concerned that, in 2006/2007, not only did we once again miss our fiscal target but, in a year in which there were no natural disasters, that we should miss it by such a wide margin - the fiscal deficit of 5.3% of GDP is more than twice the projected deficit of 2.5% of GDP.
